How do I make sure the shared bicycles aren’t abused?

We have built in full accountability in the system by requiring a security deposit at the time of rental, and have the user information recorded in the system. We also require the users to take a picture of the locked up bicycle when they return the bike and log all trip information (including the picture) in the fleet management system. In case of damage or loss of any bike, you can go back and look at the logged information to decide if the user is at fault.
